The P12 seems to be banning themselves from the CFP and March Madness, so I’m not sure how effective this would be. 100% bluff.

Not sure about CFP -- that's an invitational tournament, not an NCAA championship. We might be in bigger trouble as an FCS contender.
As for the P12, not sure how much say they have in this. Sounds more like the legislature wants to try to set a trend.
