In a lot of cases yes. The polls generally suck and should be taken with a grain of salt, especially early in the season.

Happens in FBS too. This week No.1 Ohio St went on the road, lost by 1 point at No. 4 Texas and dropped 5 spots. They fell behind Texas (fine) and four teams who either played mid tier FBS Group of 5 teams or FCS teams. Because beating the crap out of some overmatched team is somehow better than playing an actual good team.

Polls don't matter in FCS. You could unrank Davis and they still will win the conference and national championship.
